This fastest rotation  indicates that the force of moving water is at its greatest power.  The greater the stored water's head of flow, the higher the drop. Higher  drop leads to greater decrease in gravitational potential energy equivalent to  the increase in kinetic energy of moving water. This results in and force,  powering the water to travel a longer horizontal distance or range.

Hydroelectric power plant stored a reservoir of water (potential energy) behind a dam which can be regulated to flow in the pipe (kinetic energy) to the turbine. As it flow to the turbine, the turbine rotates (mechanical energy) to power up the generator. The generator transform mechanical energy to electrical energy which will be distributed to the consumers.

Potential Energy → Kinetic Energy → mechanical energy → electrical energy  

The turbine's rotation can be used to power something and convert its  mechanical work into a useful energy output like connecting the turbine to an  electric energy generator such as a dynamo working in reverse principle.  Connecting the turbine's straw to the shaft of a dynamo enables the turbine to  rotate the motor of the dynamo within the magnetic field of permanent magnets  inside the dynamo. This relative movement between the motor's coil of wire  and magnetic field induces magnetic forces that move charges and generate  electrical energy.

Electricity is a free energy. You will have an unlimited energy as long as there is a changing magnetic field which creates it. Changing magnetic fields creates changing electric fields and changing electric field produces current, this is the principle behind the creation of electric energy.  Electric power plant uses generator which is made of magnet connected to wire. Rotating the magnet changes the magnetic field resulting to creation of electricity and it will be distributed to the consumers. Your electric bill will always depends on your usage.
